New regulation for heat energy metering – new rules adopted
The Cabinet of Ministers has adopted new regulations that establish clearer and more modern principles for individual heat energy consumption metering in apartment buildings.
Replacing water meters in an apartment ensures accurate consumption tracking and fair billing.
In this article, you’ll learn how to prepare for a water meter replacement,
what to check during and after installation, and how to avoid leaks or billing discrepancies.
1. Record the current reading. Precisely logging the meter data before removal helps prevent conflicts with new readings.
2. Visually inspect pipes. Look for signs of corrosion, cracked joints, or moisture around the pipes.
3. Evaluate technical condition. Ensure the shut-off valves and connections are accessible and functioning.
4. Prepare documentation. Have a copy of the meter passport and the previous replacement protocol ready—this simplifies the process.
5. Inform your building manager. Coordinate the appointment and access arrangements with your property administrator.
A certified technician disconnects the old meter, checks connections, installs the new unit,
and performs a leak-tightness test. The whole process typically takes under an hour,
provided all tools and documents are available.

2. Read and compare values. Note the reading on the new meter and compare it with the removed unit’s data.
3. Receive a replacement protocol. Request a signed document showing the new meter’s serial number and reading.
