New regulation for heat energy metering – new rules adopted
The Cabinet of Ministers has adopted new regulations that establish clearer and more modern principles for individual heat energy consumption metering in apartment buildings.
Until now, multi-apartment buildings in Latvia had mainly two solutions available for heat consumption metering – heat meters and allocators. However, starting from early 2025, the situation has changed – the government has officially approved the use of Heat Consumption Monitoring Systems (HCMS), which are developed and manufactured right here in Latvia by the company “Ecengo”.
📌 Recently, Aleksandrs Karpenko, Board Member of Daugavpils Siltumtīkli, met with Edgars Germanis, CEO of “Ecengo”, to discuss the advantages and nationwide potential of this system.
🔧 How does the Ecengo heat consumption monitoring system work?
✔️ Each heating riser in an apartment is equipped with remotely readable temperature sensors and heat meters.
✔️ Data on the temperature of the heat carrier entering and leaving the riser are collected and sent to a server.
✔️ Based on a methodology approved at a building meeting, the heating cost is calculated for each apartment – precisely and transparently.
💬 What do industry experts say?
Edgars Germanis, CEO of Ecengo:
“We always stand on the consumer’s side. We offer an objective and easily adaptable system that, just like a kitchen scale, helps people understand their actual consumption. And experience shows – once people see real data, they start saving energy automatically.”
Aleksandrs Karpenko, Daugavpils Siltumtīkli:
“When there’s objective data, people strive for efficiency. As heat producers, we already live by the numbers, but clients only see the tariff. This system changes that – it lets people truly compare and influence heat consumption in their own home.”
🔑 Why is this system the next logical step?
✔️ Government support – Cabinet Regulation No. 524 has been updated to include Ecengo systems as officially permitted solutions.
✔️ Fairness – everyone pays only for the heat their radiators actually consume, measured in kilowatt-hours.
✔️ Real-time data – instant access for residents and administrators.
✔️ Energy efficiency – accurate data = greater motivation to optimize usage.
📈 The future is transparent and measurable – even in heating!
The Ecengo Heat Consumption Monitoring System is becoming a state-recognized alternative, offering more control, objectivity, and the opportunity to reduce heating bills. Interest is growing across Latvia – not only in Riga, but also in Daugavpils, where collaboration with “Daugavpils Siltumtīkli” is gaining momentum.
